John O’Dowd MLA, the Minister of Finance, published a consultation on the draft Budget 2026-2029/30 setting out the proposed departmental allocations for spending over the next three years and capital investment for the next four years. The three-year budget approach is strongly welcomed, but colleagues recognise the significant financial pressures and the ongoing political discussions which will run over the consultation period, closing on the 3 March.   

 

The Public Sector Chairs’ Forum (PSCF) are therefore delighted to host this lunch time online briefing, also welcoming Chief Executive Forum members to support senior leaders to understand the strategic direction and practical implications, and importantly to inform both individual and system responses.  This briefing will provide insight into the key themes, priorities and assumptions underpinning the Budget, as well as the wider fiscal context in which public bodies will be operating.

 

On the day, Joanne McBurney, Deputy Secretary, Public Spending Group, Department of Finance, will set out the key elements of the document, after which we will open for a wider member discussion. To support the conversation on the day, we are delighted to welcome representatives from our partner bodies in Fiscal Council, and the Chartered Institute of Public Finance Accountants.
